Minutes

Members Present:         Gene Ciszek, Maynard Bedish, Dennis Nielsen, Ed Bluthardt

Members Absent:          Fred Radtke

Others Present:             Kelly Haverkampf, UWEX

1.                   Call to order at 9:00 am by Chair Gene Ciszek.

2.                  Motion to approve the agenda by Nielsen, second by Bluthardt. Motion carried.

3.                  Motion to approve the December 14, 2007 minutes by Nielsen, second by Bluthardt. Motion carried.

4.                   Reports

a.       Amnesty – Haverkampf reported that press release went out mid-December regarding Amnesty Program for 2008. Rosemary Leveille made new vouchers and distributed them to all townships.

b.       Hazardous Waste Collections & Vilas-Oneida Recycling Efficiency Scope of Services Agreement – Committee members reviewed dates and locations proposed by Oneida. Suggested combining fall Pharmaceutical and Electronics collections and holding on a Saturday for greater participation. Suggested July 18 and 19 Hazardous Waste collection be held at Lac du Flambeau for public accessibility. Motion by Bluthardt, second by Bedish, to changes schedule as noted. Motion carried. Haverkampf will relay changes to Bart Sexton. Haverkampf also reported intent to apply jointly with Oneida County for EPA grant program that provides education for pharmaceutical and electronic waste recycling; grant is due February 28.

5.                   Advertising – Holiday & Bog Frog: newspaper, television and radio ads were all completed for December. Committee members noted radio is still playing Sexton’s ads rather than Vilas. Haverkampf noted the changes she requested to the television ads were not made – the old ads were run. She also searched for other available television/video and found none; suggested the committee consider developing new ads. Committee members thought video could be shot at the spring collections and perhaps Brian Gauthier would be willing to lend expertise.

6.                   Budget and Approval of Vouchers – none.

7.                   Letters and communications – Committee discussed whether “Mining Impact” as part of its name was obsolete and should be removed. Committee reviewed standing rules related to committee responsibility. Since the committee had originally been involved in developing a mining ordinance, but once passed, the authority for enforcement had been placed in Zoning and Planning, the mining reference is no longer relevant to this committee. Motion by Bluthardt, second by Bedish, to communicate to the Legislative and Judicial Committee that the Solid Waste and Mining Impact Committee name be changed to “Solid Waste and Hazardous Materials” and that section XVIII.1. of the standing rules be removed. Motion Carried. Haverkampf will draft letter to Legislative and Judicial accordingly. Committee noted Wisconsin Public Service is running a refrigerator recycling program that pays customers $20 and picks up the old refrigerator (or freezer).

8.                   Set next meeting date for February 19, 2008. Haverkampf will not be in attendance; Rosemary Leveille will attend to take minutes. Change March meeting date to March 20, all present concurred.

9.                  Motion to adjourn at 10:30 by Bedish, second by Nielsen. Motion carried.

Respectfully submitted by Kelly Haverkampf
