Chair Ronald DeBruyne called to order the regular meeting of the Law Enforcement and Emergency Management Committee at 9:30 a.m., on Friday, January 11, 2008, in the Justice Center Conference Room, at the Vilas County Sheriff’s Department, Eagle River, Wisconsin.

 

Present.  The following persons were present:  Ronald DeBruyne, Steven Doyen, Jack Harrison, Alden Bauman, Robert Egan, Sheriff Niebuhr, Chief Deputy Fath, Captain Butler, Jail Administrator Evenson, Emergency Management Director Galloway, and recorder Carol Krebs.

 

Approve agenda.  Alden Bauman made a motion to approve the agenda to be discussed in any order by the Chair.  Motion was seconded by Jack Harrison.  All voting aye.  Carried.

 

Approve Minutes.  Alden Bauman made a motion to approve the minutes of the December 12, 2007 committee meeting.  Motion was seconded by Robert Egan.  All voting aye.  Carried.

 

Resignations/New Appointments.  No discussion.  

 

Emergency Management Issues.  Emergency Management Director, James Galloway reported on the activities of his department. 

 

NEWMAC Northeast Wisconsin Mutual Aid Compact for County Emergency Management  Assistance.   Emergency Management Director Galloway explained the NEWMAC agreement.  It has been reviewed by the Corporation Counsel, and needs to be signed by the County Board Chair, after approval by the committee.  A motion was made be Alden Bauman and seconded by Jack Harrison to approve the NEWMAC Northeast Wisconsin Mutual Aid Compact for County Emergency Management Assistance.  All voting aye.  Carried.

 

CEDAP - TacSight SE 35 Advanced Thermal Imager.  The department has been awarded a TacSight SE35 Advanced Thermal Imager, valued at $11,794.00, through CEDAP, the Commercial Equipment Direct Assistance Program.  The only requirement is attendance at a training session, prior to receipt of the equipment.  The program provides travel, lodging, and an allowance for one person to attend the training.  

 

Communication Project Issues.  Sheriff Niebuhr updated the committee on the Communication Project issues.    

 

Equipment Purchases “Sheriff.”  No discussion.

 

Equipment Purchases “Jail.”  Jail Administrator Evenson asked for permission to purchase (3) three new computer monitors, and a color printer for a total cost of $794.92.

The equipment will be paid from the Jail supplies and equipment expense line.  A motion was made by Steven Doyen and seconded by Robert Egan to approve the equipment purchases.  All voting aye.  Carried.

 

Maintenance Supervisor, Gene Leveille obtained (3) bids for a ceramic tile floor to be installed in the Jail administration area.  The lowest bid received, was from Carter’s in Eagle River, in the amount of $6,700.00.  A motion was made by Steven Doyen and seconded by Robert Egan to approve the lowest bid, from Carter’s in Eagle River.  All voting aye.  Carried.   

 

2007 Line item transfer(s).  Sheriff Niebuhr asked the committee to consider the following line item transfer request(s) from the 2007 Jail budget:  To transfer $349.17 from Jail meal expense; to transfer $19.46 from Jail supplies and equipment expense; to transfer $435.83 from Jail out of county expense; to transfer $598.91 from Jail training expense; and to transfer $346.31 from Jail electronic monitoring, for a total of $1,794.68 to the Jail overtime expense.  A motion was made by Alden Bauman and seconded by Robert Egan to approve the line item transfer requests.  All voting aye.  Carried.     

 

Review Budget.  The committee reviewed the budget. 

 

Letters and Communications.  Sheriff Niebuhr advised the committee the Wisconsin Department of Justice has awarded the 2008 County-Tribal Law Enforcement Grant.  The grant money, received by the Lac du Flambeau Tribal Police Department, totaled $65,080.00, which was down from $65,506.00 that was received in 2007. 

 

Sheriff Niebuhr advised the committee the Wisconsin Department of Corrections issued our check for the 2007 housing of their probation, parole or extended supervision offenders.  The check totaled $40,576.00.  The total housing revenue received for 2007 is $801.617.94, which is up from the appropriation of $751,316.00, by $50,301.94.

 

Approval of bills.  A motion was made by Steven Doyen to approve the bills.  Motion was seconded by Jack Harrison.  All voting aye.  Carried.

 

Change the October 13, 2008 meeting date.  Meeting date was changed to: October 6, 2008, at 9:30 A.M., in the Justice Center conference room.

 

Future Meeting Dates/Items.  Wednesday, February 13, 2008, at 9:30 A.M., in the Justice Center conference room.  Meeting was confirmed.

           

Adjournment.  Motion by Alden Bauman, and seconded by Jack Harrison to adjourn the meeting at 10:55 A.M.   All voting aye.  Carried.
